Almost 400 thousand first-graders will go tomorrow to school. They will learn new rules: in August, the Ministry of education and science has revised all curricula in primary school and requirements for assessment of students achievements. The change was preceded by a long public discussion: all 13 programs were posted on the platform EdEra, your comments left more than four thousand unique users, most of whom are teachers – practicians.

No persecution of children for assessment, holidays no homework, less rote learning and more interactive work – so in theory, presented changes to the profile Ministry. How all this will be feasible in practice on the ground in specific cities, and especially villages, depends largely on teachers and their readiness to abandon archaic methods.

For middle and high school this year everything will remain the same. Global changes, including the timing of schooling, is planned for 2018. The concept of the new schools the Minister of education and science, Liliya Hrynevych, presented on 18 August. But its implementation will be impossible without the political will of the Verkhovna Rada, which is already three years later on the adoption of the new Law on education. Now the document is waiting to retry the first reading.

Edition ЛІГА.net understand what will change for students this school year, how the changes meet the requirements of the modern world, and what impact the discharge on the quality of school education.

Assessing without labels

The results of the evaluation of students now – confidential information access to which is restricted to parents and children. Achievements and failures of children now no more will be made public at parents ‘ meetings or boards of honor and boards of shame in the form of ratings. “Assessments should not be a reason to blackmail or pressure on the children, explained ЛІГА.net Advisor to the Minister of education Ivanna Kobernik. – There should be discussions of ratings on parent labels who is better and who is worse based on ratings. Any ratings on the walls. The school needs to work not only with external but also with internal motivation of the child. It is important that the child is in school revealed their abilities, found what he is interested to work and what to do, so he eventually wanted to learn and didn’t do it because there is lash in the form of a rating”.

Assessment should not be a reason to blackmail or pressure on children. This means that there should be discussions of ratings on parent labels who is better and who is worse

“Finally approach, consisting in the fact that grades are confidential information that should not be read at parents’ meetings, to single out anyone, but someone pesochit. And do not need such idiocy as the rating of the students in the class: top “hurrah”, and below five of the most bad students candidates on the flight, in one of the prestigious school of the capital. It’s absurd, and nothing but hatred for the school can not give,” said ЛІГА.net project Manager Osta is Victor Thunder.

In 1 class, as before, the assessment will not put at all. And up to now will not be the fourth point of evaluation of Informatics, music, art, labor training, physical education, basic health care and subject I in the world.”

Right to be wrong

First graders are allowed to write in the notebook in pencil. “Parents are aware of these distressful moments when the child wrote half a page, wrong, tears the page and rewrites. They are just learning to write, and should have the right to be wrong, and not be afraid of this error. Something not well written, erased an elastic band and corrected. This is the practice adopted in the leading educational systems. The training must be for the child interesting occupation and not the process that it is constantly traumatizing. Yes, the child should be taught to work, and this, of course, out of the comfort zone, but the study does not need to be accompanied by constant stress,” explained in an interview ЛІГА.net this step by the Minister of education Lilia Grinevich.

Careful correction of a child in the notebook will not affect the rating. Will not underestimate the score and for wrong indentation of the number of cells and lines. Removed the evaluation of calligraphy, although the requirement for accuracy and legibility of the letter remains.

Transit time of students on the pen, determined by the teacher, if necessary, this step can be delayed until 3rd grade. Teachers themselves in their notebooks first graders will not be allowed to make notes in red ink – they’re banned.

Less rote learning, more practice

Changes have affected all primary schools. “They have updated and modernized within the existing state standard. Programs provisions and requirements that are outdated or do not correspond to reality, common sense or the age peculiarities of children. This is a lot of years, said teachers and parents, but previous leaders of the Ministry did not have the will to make these changes,” explained Ivanna Kobernik.

Common to all programs – removed distribution of hours by topic. Previously, the teacher was required to read the topic as much as prescribed in the program. “If he read the topic and understood everything, was still obliged to pound water in a mortar, until the end of the watch. Conversely, if the theme of the class was given, he was forced to move to the next because the clock ended. Now the teacher himself determines the number of hours that order, the main thing – how to achieve with his class the best results,” says Kobernik.

From curriculum removed excessive theory, which was even in the music, art and physical education. “But it does not meet the objectives of the physical education lesson in primary school – Advisor. – Children should first move. Or in music was a requirement, clearly, literally, to know the definition of musical genres and terms are not even professional musicians. It is not facilitated any development of the children, nor their desire to love the subject.

“Changing the purpose of education: children in elementary school are taught not to cram without understanding, not to memorize the right decision, and to think and solve a problem in different ways,” explained ЛІГА.net expert in education Andrew Black.

Of the Ukrainian language seized complex-topics, such as drafting proposals for the graphical layout. “The parents called it in Morse code when I had to in first grade, children have formed a proposal for the scheme. For a child it is very difficult. Decided to give it up and focus on the technique and practice of conversational speech,” – said Black. In reading canceled “races”, that is, the requirement for speed of reading: now focus on right speech and analysis read. “Not just the hero of the bad and the good, we must learn to evaluate the actions. Let at the elementary level,” – said the expert.

In English language teaching is also moving from the written word to the spoken. Had already for the first class, there was a requirement that children must be able to write words, phrases and sentences. “First grade, six years old, kids still can’t write even in their native language. And English once a week. This is inefficient. Therefore, the updated program provides for the oral introductory course in the first semester of grade 1, the letter is introduced only in the second semester, and only letters and simple words. And finally Ukraine will, as in the civilized world, to learn to write in English font print script, it propechetsya letters. The script of Shakespeare’s time, to be honest, is almost never used, and even in Britain and the United States, children are taught to write propekanie letters,” says Kobernik.

The most heated debate has caused the changes in mathematics in grades 1 and 2 the requirement on the memory to know the table of addition and subtraction, multiplication and division. In social networks for this reason began to write: everything is crammed and handle, the table must know by heart, unloading school programs will not add to the intelligence and abilities of children. Experts do not agree.

“A child should not memorize the table in the first class, and to understand how it works. To the beginning of the school began to think… When my friends tell how many tasks are asking children in second and fourth grades is not normal, why such a load? The main thing is to teach children to think from the first class, and not just cramming to do,” explained Andrew Black.

“When physical punishment was the norm. And they caused the same reaction: children will not learn because they are not beaten with rods. The world is developing, science developing. Pedagogy – science too. We do not demand from anybody to ride on horseback, like a hundred years ago, or doing surgery without anesthesia, or to treat tuberculosis without antibiotics, because it was done once. Earlier, when the task of the school was to prepare the people of the industrial era, obedient workers or accountants, it was simple enough to learn by heart the sign of multiplication. Now we need people thinking and not just executing instructions. And pedagogical science has found many ways to explore this material, which showed greater efficiency and give more knowledge, and most importantly – the ability to apply them in practice,” says Kobernik.

According to her, demand to know the memory a table of addition and subtraction in General was introduced only in 2011 year: “As I said, one famous scientist, if he were in school requirements to know by heart the table of addition and subtraction, he would never have chosen mathematics in their specialty. The issue is that children need to learn the principle, not just know by heart the table, and be able to practically use. In this sense, the expanded demands on the quality of knowledge. There used to be requirement: know by heart the multiplication table, point. And now the child needs to master computational skills to be able to apply it in different ways, to be able to explain the selected method. It is much wider and gives the teacher the freedom to teach in different ways, not just to put the child to play without understanding what it does. If the training will be, children do not just know the multiplication table up to 10, and will be able to multiply two-digit and three-digit numbers”.

The right to rest

“Finally, we recognize the child’s right to personal time and freedom. So time for homework is limited,” says Victor Thunder.

In first grade homework is not all, the second not more than the child can do in 45 minutes, the third for 1 hour and 10 minutes in the fourth – an hour and a half. On holidays the children have to go without jobs.

“Many teachers ask for a recess, explaining that otherwise it is impossible to run the program. Let me remind you that primary school is already updated and unloaded. Most of the work must be performed in the school. And homework is the vocabulary that the child can perform independently without help. Because the parents have no pedagogical education, parents are not enrolled in primary school, and they should not ask to write essays” – says Ivanna Kobernik.

Less bureaucracy

Registration cover sheet school notebook invented bureaucracy, but it was a direct requirement of the Ministry. This year in Mont decided such things to do. Preparation of a notebook is given at the mercy of the teacher and may be limited to the name and surname of the student and class rooms.

Teachers will also have to waive the monthly assessment for the maintenance of notebooks. “This practice was introduced in the Soviet period, but no criteria for this evaluation, the written was not”, – said in the explanation of the Ministry of education.

Will any of this work

To make changes to the program is only the first step. The second is to bring new approaches to each specific teacher and to pursue them. “While there is only the impulse from the Ministry,” said Thunder. – Not the fact that tomorrow every Maryvanna behind closed doors, the class will start doing it. It is necessary to have Maryvanna ruptured template, to abandon certain stereotypes, down to earth, I realized that she had to learn, too, and the fact that it did 20 or 30 years, today already it is necessary to do otherwise. There are enormous work have provola down – to philosophy Maryvanna was totally different.”

“While there is only the impulse from the Ministry. Not the fact that tomorrow every Maryvanna behind closed doors, the class will start doing it. It is necessary to have Maryvanna ruptured template

Kobernik believes that everything will work out: “Not all teachers write to the dinosaurs and reactionaries. We have a lot of positive feedback about the changes, many principals and teachers admit that they would do that, but then they broke the program. No one expects instant results. In all countries which have undergone a transition from a system of teaching knowledge to teaching competence, the process took about ten years. This is only the first steps. Therefore, the education sector can go a long way.”

“The teachers perceive these changes more or less adequately,” he assured ЛІГА.net Director of the Kiev school №148 Sergey Gorbachev. He confirms much of what is proposed by the Ministry of education for this year, the teacher previously done on their own initiative. “Causing some, you know, the psychological discomfort that now children need more praise and less berating, and in some subjects in the primary school knowledge is generally not assessed. Teachers worried, as then the children will write in the fourth grade of the state final examination. That is, there must still be a period of adjustment. There are teachers who understand what to do, how to rebuild. There are a number of teachers who perceive innovations are neutral, and there are those who believe that do not need it, and the Soviet school was the best. Still, the majority prefers to implement these changes,” said the headmaster.

The concept of the new school

Reform of Ukrainian education is described in the concept of the new Ukrainian schools, which in August was presented by the Minister of education Lilia Grinevich. It provides for the transition to 12-year education system, a reorientation of the learner and a competency approach to education. “The main idea is to change the purpose of the school. Today’s school children stuffed a huge amount of knowledge, but does not generate a number of competencies and skills that are needed for modern man in the 21st century. The set of competencies already well established, for example, in the EU. It is time to recognize that our school is in crisis and cannot continue on the path of playing knowledge. Previously, the main source of knowledge was the teacher. Now our children are very different, they live in the information age and begin to use the gadgets before you go to learn. So the problem is not how to obtain knowledge, and how to critically assess information, use, where to find her. In connection with this change, and the role of the teacher, and the content of education – all efforts must be aimed at formation of competences. Is this amount of the main core of knowledge and skills, which allow to solve vital problems. For example, mathematics is necessary not only as the bare theory, and practice: to properly seat a garden, or count the family budget, or to forecast the income from investment of money in the Bank. That is, we need to keep the Foundation of fundamental science, and she was good in the Soviet school, but to elect the core of knowledge required by child and teach them to apply in life,” explained Grinevich in an interview ЛІГА.net.

In order for these changes was launched on schedule in 2018, the Verkhovna Rada should adopt a new draft law on education. This document was agreed upon and pereslavli three years, and he’s still waiting for the repeated first hearing in the Parliament.

“But nobody interferes with normal thinking Director to introduce changes in accordance with the idea of reform and the concept, – said Victor Thunder. Or normal for the teacher to think about how behind the closed door of his office to teach biology. What we were not told that the top and would not recommend it. If the teacher will be able to overcome his teaching and everything that had accumulated over the previous years of authoritarian pedagogy, when the whole country was biting the granite of science, – a wish that science was not granite, but something nice, something you can learn will be fun, not punishment.”

Commenting on the concept of the new school, Thunder said: we are talking about a new philosophy, which is based on the fact to be filling the heads of students with yesterday’s knowledge and not to act on the principle of “learned-passed-forgot”, and to form the competence-based approach. “Learning to produce knowledge independently, develop creativity. There are no special recipes in the style of step right – step left, there is a vision of modern trends and development of education”, – concluded the expert.

Education as a business

“The problem is that our education is treated as public sector and not as a real state business, in which the government invests 100 billion. The output is 80% of marriage. Well, some businessman will produce products with the same defect rate? Agree, this is impossible with money. Efficiency should be not less than 80%,” – said in comments ЛІГА.net businessman, the President of the Corporation educational Grand Vladimir Spivakovsky.

In 1988 Spivakovsky has opened in Kiev one of the first private high schools Grand today to get into the walls, will have to pay unaffordable for ordinary parents of 11.5 thousand euros per year), and now engaged in educational projects in the Kiev region. The first results of the pilot project it showed on his page in Facebook: new modern school in the village Petrovka Kiev region. Promises that this year’s the learning here will be different.

“I see education as absolutely social of national importance project, which can be applied to the business model. School is not just walls and desks, Director, head teacher, pupils and twos. This is a huge factory, which involved millions of dollars and enormous resources, and efficiently manage all of these may be the only system that uses business model. While we wait for the social budgets, donations and parent fees it is unlikely that reform will succeed,” he said.

According to him, the reform of education needs to answer seven major questions: “What to teach? What is taught in school is now outdated and archaic. Whom to teach? Not the teachers, and the navigators who will show the child where to find information and what to do with it. How to teach? Worldwide used modern technology. Why teach? EIT is not the main indicator. I as the employer of any person hired, focusing on the points EIT. We need more competence, knowledge, skills, on my list there are about forty. Next question: how is this economy to manage? Of course, there are already proven business system, advanced and efficient, these models need to be transferred to the education system. How much it costs and who should pay for it? A difficult question, then you need to watch who the customer of education. And finally, the last question: what do we get as a result? It must be the high cost of human capital, so, after finishing school at 17 or 18, the person is not just something I once knew and forgot, and cost a certain amount of money. We must strive to ensure that people had certain skills, not just finished school dunce, the state has no right to do this to its citizens”.

Our education is considered as public sector and not as a real state business, in which the government invests 100 billion. The output is 80% of marriage

In education reform from the top Spivakovsky believes: any instruction delivered to teachers from the Ministry, are perceived as pressure. Therefore, it would be better to take it slowly: take a few schools to work on them are experimental technologies, fix bugs, and school to school to distribute them around the country. “And then, when it becomes clear that and how to make changes to the legislation. And if the first come up with a law, his three years to discuss, yet every nerd is far from life changes to make – such a system is not working,” he said.

To teach children, according to the businessman, it is necessary, on the basis of the professions and businesses of the future: “Now we have children as generals, taught the last war. So it is impossible. Need a very different approach to knowledge, skills, and competencies that children will need in the 21st century, not the hidebound archaic program that came from the middle ages and which we will not break”.

“How does the education system in the world – so you will understand what level we are, says Spivakovsky. – What is the goal of education put Americans? Their goal is very simple: to be the first and best in the world in all industries. What is the purpose of the UK? To their red-brick colleges around the world would meet the students and joined the British budget. What is the purpose of Poland? To align its system with Europe, and most of them not yet. What is the purpose in Ukraine? All have passed the EIT. Without having ambitions, it is impossible to make any reforms.”
