“The amendments comply with the Constitution and the constitutional court’s decision of 14 December 1999 on the case concerning official interpretation of provisions of article 10 of the Constitution of Ukraine regarding the application of the state language by state authorities, bodies of local self-government and the use of it in educational process in educational institutions of Ukraine…” – said in the message.

The Ministry noted that in recent years there has been a steady downward trend in the level and quality of General secondary education by children from schools with instruction in languages of national minorities, which is confirmed, in particular, the results of external independent evaluation.
