You need to adopt a law on collaborators and not to allow the Amnesty of militants. This was stated by the Minister of internal Affairs Arsen Avakov in his speech at the national expert forum “Ukraine in the tendency to equilibrium”, the correspondent LIGA.net.
“A required law on collaborators, like the one that was adopted in post-war France. And you need to accept the philosophy of Amnesty, which will support all of society. If the hands the blood and the life of the Ukrainian soldier, I don’t think we can allow such Amnesty. If people cooperated with local authorities, internally or in its weakness, there must be the will to reconciliation, and we must define what we this page turned. This is a key mechanism,” he said.
Avakov also noted that the Minsk agreements at the time were necessary as a compromise for a ceasefire.
“If the Minsk agreement to be implemented as a real mechanism for peace and conflict resolution? My deep belief – no. Especially in the form in which they are trying to interpret of the Russian Federation. I think should be the next agreement, do not have the Minsk – Vienna, Paris. Which will clearly prescribed the basic principles,” he said.
The Minister stressed that we are talking about such principles as the withdrawal of all Russian troops from the territory of Ukraine, border control, together with the peacekeepers, the recovery of the bodies of justice of Ukraine on occupied territories of Donbass and Crimea.
“After that we need to hold elections. And I, as a policy, does not care who will win these elections, much more important that we restore the rule of laws of Ukraine, the state flag, state bodies of justice,” he added. Then, according to Avakov, the time will come for public compromises.
Earlier, the Deputy Minister of the temporarily occupied territories and internally displaced persons Georgy Tuka proposed to introduce responsibility for the collaboration.
