The Verkhovna Rada propose to allow the National public broadcaster (NOTE) not broadcast an ongoing event in Russia, including sports or entertainment, if such a stream could threaten the information security of Ukraine. This is stated in the bill №7299, registered in the Parliament on 16 November 2017. Thus, a NOTE can be allowed not to broadcast the world football championship 2018.
The authors of the bill were deputies Victoria syumar (people’s front), Olga Chervakova (Block Petro Poroshenko) and Olena Kondratiuk (Fatherland).
The document proposes to Supplement article 9 of the law on television and broadcasting, part 9 as follows: “the NOTE has the right to broadcast events including sports or entertainment, which takes place on the territory of the aggressor state and/or state of the occupant, if such a stream may contain elements of propaganda and to threaten the information security of Ukraine and concerning which a corresponding decision of the Board of PJSC NOTE”.

Also, the bill proposes to allow the Ministry of information policy to order production of TV programs, which are aimed at combating Russian propaganda and will be distributed in the temporarily occupied territories, the Internet.
In August 2017, the senators urged FIFA to deprive Russia of the right to host the football 2018 world Cup, if confirmed information about the use of slave labor for the organization of the world Cup.
The final tournament of the world football championship will take place June 14 – July 15, 2018 in 11 Russian cities.
