Electronic declarations of officials will be submitted to the Unified state register of declarations from 1 September, when the State to ensure proper functioning of electronic systems. This was at a joint meeting of the Verkhovna Rada Committee on prevention of corruption and the Committee for Informatization and communications said the head of the National Agency on corruption prevention (NACP) Natalia Korchak, the correspondent ЛІГА.net.
According to her, to talk about the failure of the launch of the Declaration system, as the system started, even without a public security certificate.
Other speakers pointed out that the absence of a certificate substantially deprives the system of sense, since the data recorded in it because of this can’t be considered reliable.
The deputies noted that the members of the NACP was not able to solve the question of responsibility for the system start-up, which actually is the main tool for the work of the Agency.

Head of State Leonid Yevdochenko listed the reasons why the system of electronic Declaration was unable to obtain a safety certificate. According to him, the system did not fully meet the technical specification (implemented three functional modules of five), does not support system identification BankID and accompanying documentation contains defects.
Director of the developer company “Miranda” Yury Novikov, said that the system was quit in the structure, which was agreed with the customer and with the agreed TOR for this stage of development. Two function modules, according to him, must be connected after system startup. He also said that the company has eliminated all the shortcomings, the information which has been transferred to it.
Committee members noted that when launching the system of electronic Declaration was admitted gross institutional failures that have become one of the main causes of failure.
After the meeting Yuri Novikov said ЛІГА.net that he sees no reason his company stopped work on a project that Miranda had received the results of the UNDP international competition.
According to him, virtually all the comments that he managed to obtain from the State and NACP were not software code, and documentation to Supplement the application, and all required corrections have been made.
Later, the head of the parliamentary Committee for countering corruption, MP from the Samopomich Yehor Sobolev on his page on Facebook confirmed that NACP has changed the decision to begin accepting returns on the 15th of August, a new date – September 1.
