NSDC Secretary Oleksandr Turchynov said that in the case of recognition of Russia as aggressor there can only go by scouts and spies. He said this while interacting with journalists on Kiev the exhibition “Arms and security”.

The journalist asked the opinion about Turchynov registered in the Verkhovna Rada the bill which prohibits civil servants and officials of local governments to travel to Russia.

“You know, when a country recognized as the aggressor, then there can go only scouts and spies, or not? If he was a scout, we’ll find out how to transport, if the spy is, I believe, nothing to do, when he performs some direct functions. Unfortunately, we have an active “fifth column” that works to destabilize the situation in the country, funded and koordiniruyutsya Russian special services. In particular, this applies to purely terrorist acts that are prepared in Russia special services and implemented on the Ukrainian territory”, – said Secretary of the NSDC.

October 6, the Verkhovna Rada took as a basis one of the presidential bills on the de-occupation and reintegratsii the occupied part of Donbass, which is defined as the country-aggressor.

“Go to the aggressor only the people that perform specific functions,” – said the NSDC Secretary.

Earlier in the Parliament was registered the draft law No. 7187, which proposes to temporarily prohibit civil servants and officials of local authorities to leave the territory of Russia, providing the penalty for violation of this prohibition. The authors of the document: people’s deputies from BPP Andrey Nemirovsky, and Andrew Sinkovich and non-faction MP Andrey Denisenko.
