President Petro Poroshenko has signed laws N2233-VIII “On amendments to the Budget code of Ukraine” and N2245-VIII “On amendments to the Tax code and some legislative acts of Ukraine concerning balancing of budget revenues in 2018″. About it reports a press-service of the head of state.
“Document N2233-VIII resolved certain issues associated with the formation and implementation of the state budget of Ukraine for the year 2018 and to create the conditions for stable functioning of the budget system and ensuring the implementation of medical and educational reforms,” reads the message.
The law establishes the order of financial provision of health and education, social protection of citizens; provides for the creation of the State Fund of development of water economy and improvement of the provisions on the activities of the State road Fund.
The document comes into force on 1 January 2018, except for subparagraph 5 of paragraph 37 of section I, which shall enter into force on the day following the date of publication.
Changes to the Tax code provides a solution about the blocking of tax invoices and calculations of adjustment in the Unified register of tax invoices, implementation of indexation of tax rates set in absolute values. The law also amends the rules on duty free import of goods into the territory of Ukraine, including international mail and Express shipments; and introduces a number of stimulating and preferential rules, including the provision of benefits for certain types of activities and certain types of products; regulates the issue of indexation of the normative monetary evaluation of lands of agricultural purpose and so on.
The law shall enter into force on 1 January 2018, except for certain items which come into force on the day following the day of publication, from July 1, 2018 January 1, 2019 and January 1, 2025.
Yesterday, December 30, the President extended by one year the moratorium on land sales, and also signed the law on state budget for 2018.
