The primary care facilities that join the medical reform will begin to receive payments for medical services for each patient from the National health service of Ukraine from July 2018, the decision was made at a meeting of the Cabinet of Ministers, the press service of the Ministry of health.
Up to this point, all medical institutions will receive funds to continue – subventions to local budgets. Secondary and tertiary care will be financed by subventions to the end of 2018.
A medical institution can join the reform is only at the same time a whole district, city or unified territorial community. This is because the subsidy is transferred to the local budget, and, accordingly, should be completely replaced for the budget, not individual companies.
In October and December 2018, provided the opening of the second and the third “window of opportunity” for accession of institutions of primary medical care to madrepore.
The health Ministry recalled that the Verkhovna Rada has decided on a transition period to leave both systems financing – health subvention and direct payments under contracts with the National health service. Before the start of direct payments from the state budget through contracts with NCSU primary schools will be funded by the medical subsidy as before.
