President Petro Poroshenko instructed the government to develop measures to ensure sustainable use of natural resources, in particular the conservation, protection, use and reproduction of forests, and conservation and development of protected areas. This was referred to in the relevant decree of the head of state, reports his press-service.
The Cabinet of Ministers ordered to develop and submit to the Verkhovna Rada a number of draft laws for improving the system of financing and development of forest and water sectors by creating a profile of the government funding.
In addition, Ministers should develop a bill to modernize the system of monitoring the state of the environment, which will strengthen the responsibility for violation of kozachestva. Also, the new law should expand the powers of public inspectors on environmental protection.
The Cabinet ordered to take comprehensive measures for the development of forestry. As part of these efforts will be developed and approved the program “Forests of Ukraine – 2030”: an inventory of forests and improved forest regeneration, including increasing their size, unsuitable for afforestation hosespoolside land, coastal strips of water bodies.

In addition, by June 2018 you need to develop a draft law on development of nature reserves and preservation of particularly valuable natural areas. In September of 2018 intend to approve the plan of measures on development of reserves, taking into account international obligations of Ukraine.
There should be the introduction of a uniform system of electronic accounting of timber, including confirmation of its origin – taking into account the European norms and standards. The text of the decree also stipulates the creation of a “proper competition of economic entities in the process of holding auctions for the sale of unprocessed timber” and ensuring transparency in issuing licenses for use of forest resources.
The Cabinet is invited to consider the issue of expanding the list of paid services that can be provided by institutions of natural reserve Fund, and attracting international technical assistance and private partners.

The decree also expected to ensure the development of regional programmes for the clearance and regulation of riverbeds (primarily the Carpathian region).
The decree comes into force from the date of its publication.
