The Ministry of energy and coal industry submitted to the Cabinet of Ministers a draft decree, which amends the formula for calculating the cost of gas for the population and Teplokommunenergo. The purpose of the document is to prevent an increase in prices during the heating season 2017-2018, the press service of the Ministry.
The energy Ministry has submitted to the government for consideration the draft resolution “On amending resolution of the Cabinet of Ministers of Ukraine from March 22, 2017 No. 187”.
Under the proposed calculation, the price of gas for the period from 1 October 2017-1 April 2018 will be 5223,06 UAH. without VAT, that only 5.6 percent more than the current price.
“Because the calculated price does not exceed 10% from the current price, there is no reason for revising for the heating season in 2017-2018”, – noted in the Ministry of energy.
In addition, the Ministry proposes to change the period on the basis of which calculates the value price of gas at import parity and use of date ranges, from 1 April to 1 October 2016 and 1 April to 1 July 2017.
We will remind, under the current formula, the price of gas is necessary to improve the 5,815 thousand UAH (without VAT) per thousand cubic meters is 17.6% higher than current prices.
Taking into account taxes, margins of suppliers and transport costs the final price for households and public utilities will be 8,032 thousand UAH at the current rate of 6,937 thousand UAH per thousand cubic meters.
However, the government believes that this price is unacceptable due to the low solvency of the population.
The increase in gas prices requires the resolution of the Cabinet of Ministers No. 187 of 22 March, developed by the Ministry of economic development.
According to the document, it is calculated on the basis of import parity (the average price of imported gas for a certain period, – ed.).
The government had to publish this index on 1 July. This Cabinet has postponed indefinitely the publication of prices of natural gas at the level of import parity for the period from 1 October 2017 to 31 March 2018.
Due to the lack of published energy new gas prices, Naftogaz from the 1st of September began to enter into contracts with public utility companies for the supply of gas during the heating season 2017-2018 at a price that was in effect at April 1, 2017.
