The national Commission carrying out regulation in the sphere of energy and utilities, will be considered when determining the wholesale price of electricity by 2018, the growth of indicative prices of coal of 25.8%. The corresponding offer contains in the project of the decision of the national Commission on approval of the projected wholesale market prices, which is scheduled for consideration by the Commission on 28 December.
“The indicative price of coal is determined based on the average price in the European market over the period December 2016 – November 2017 … is $83,08/MT, which was 25.8% or us $16.4/tonne higher than the indicative price of coal, which was taken into account in the revision of the projected wholesale market price of electric energy in 2017 it should be noted that the average market price of coal on the European market in November 2017 was equal to $93/t by 11.94% or $9,92 per tonne higher than the indicative price of coal considered in forming the predicted wholesale market price for 2018”, – said in the draft.
In addition, NKREKU intends to take into account that the average freight rate for transportation of coal from Rotterdam grew by 31.2% ($2.9/t) – to $12.9/ton, excluding transshipment.
Also in the formation of prices of electricity will take into account the average weighted exchange rate of hryvnia on the interbank market.
“Now the coal at the rate you want to deduct the price $20 more, we have a +$500 million (UAH 13.5 bn) in 2018, 85% of Ukrainian coal is mined by DTEK Rinat Akhmetov, he is the owner of 80% of thermal generation. Collected it is likely to be from non-domestic users (business, budget), will increase cross-subsidization. The difference between the electricity tariffs for the population and business will amount to about 150%. Tariffs for small and medium business in Ukraine will be higher than in most European countries. By the way, the decision will be made contrary to the law, since the revision of prices may not be later than 10 days before the new period”, – commented on the draft decision of the Commission Andrey Gerus, former member of the national Commission and the head of the Association of consumers and energy utilities.
