At the current session of the parliamentary Assembly of the Council of Europe that will be held in Strasbourg from today to October 13, inclusive, can get an urgent debate on which caused a mixed reaction of the neighbors of Ukraine the new law on education. This is stated in the work plan of the PACE autumn session.

Introduction into the agenda of this issue of the PACE Bureau confirmed the relevant request of the deputies from Hungary and other countries who expressed their concern for the future of national minorities in Ukraine.

The Bureau of the Assembly had to choose to debate something, one of the three questions: religiozno-ethnic cleansing in Myanmar, the political crisis in Catalonia and the “language issue” in Ukraine.

It clarifies Yevropravda, Opponents of consideration of the law of Ukraine on education argued that it is necessary to wait for the opinion from the Venice Commission, but in the end the second time the decision was made.

The decision to address the language issue must first be approved at the meeting of the Assembly before held a debate. The draft resolution on this subject, if the subject is approved by the Assembly, would be adopted on Thursday.

5 September 2017 the Parliament approved the reform of education. Under the new law, which is not yet signed by the President, the representatives of national minorities can receive education in their native language along with the state in preschool and elementary school, representatives of indigenous peoples in pre – school institutions and secondary schools. The next stages of learning provides the opportunity to study the language of the indigenous people or minorities as a separate subject.

Concerns about provisions of the law on education in minority languages was first expressed by Romania, followed by Hungary. To abandon the innovations of Ukraine urged the President of Moldova, Igor Dodon, is known for his Pro-Russian rhetoric.

In the Ministry of education, meanwhile, claim that this provision complies with the Constitution and the European Charter for regional or minority languages.
