The U.S. state Department welcomed the exchange of prisoners between Ukraine and controlled by Russian militants, and also called for the exchange by the formula “all for all”. This is stated in the official statement.

“This exchange is a step towards the implementation of the Minsk agreements. We again urge all parties to fully fulfil their commitments under the Minsk agreements, including the real exchange of detainees by the formula “all for all”; a complete cease-fire; the withdrawal of heavy weapons; provision of access to the special monitoring mission of the OSCE; humanitarian access to the conflict zone,” – said in a statement.

The state Department also urged Russia to return the reserved unilaterally, officers at the joint center for control and coordination of the ceasefire (SCCC).

“Russia, which began this conflict, and supports it by active control of paramilitary units, who daily fire on Ukrainian positions, should commit themselves to stop it,” – noted in the United States.

In addition to this, the US stressed that they are ready to cooperate with France, Germany, Ukraine and Russia to implement the Minsk agreements, “including through the deployment of a peacekeeping mission with a broad mandate”.

27 December was the biggest exchange of Ukrainian hostages in the Donbass. Ukraine gave the rebels 233 queried person, and received in return 73 the release of the hostages.

On December 28 President Petro Poroshenko instructed to resume negotiations with Russia on release of Ukrainian hostages.
