Bulgaria has suspended the agreement with the Russian company MiG for a total of $49.7 million due to the complaints of the Ukrainian company Ukrinmash, a part of the state concern Ukroboronprom. It is reported by the EP with reference to information of the Ministry of defense of Bulgaria.
According to the Ministry, December 19, the Ukrainian state company Ukrinmash filed a complaint with the Commission for protection of competition against decisions No. 129 of the Ministry of defence of Bulgaria from 6 December 2017 to service the MiG-29.
In accordance with this decision, within four years, Russia was to provide technical support 15 MiG-29. The Ministry of defence of Bulgaria explained that it chose the procedure of direct negotiations with the concern of the Moment, because only the Russian company has a license, manufacturing the original parts and has the capability to repair the MiG-29.
“As a result of the complaint of the Ukrainian state companies and block the procedure of maintenance of aircraft is interrupted. Provided funds are returned to the state budget, and to obtain new funds for the repair and maintenance of Bulgarian aircraft will take at least 3-4 months. The complaint was filed without penalty, which suggests that the sole purpose was to block the procedure”, – stated in the message.
The Minister of defence of Bulgaria Krasimir Karakachanov December 20, held a special press conference at which he described the actions of the Ukrainian side “deliberate sabotage”.
“We still have to figure out what are the reasons for this action – some kind of political or economic motives of those who do not like the Ministry’s decision not to seek intermediaries, unlike previous deals in repair the MiG. It has to be clarified, and I hope that the authorities will do their job. But in practice this brings us back to three months ago,” said Karakachanov.
He also said that the Ukrainian company does not have any license or capabilities to repair MiG-29.
Karakachanov said one and the same company a few months ago, appealed for a contract to repair Mi-17 helicopters and thus stopped the procedure.
“That’s why I say it’s sabotage. Because after a similar experience a few months ago you make a second attempt very clearly knowing that I can not participate in this procedure, and you cannot be charged with the execution of this contract due to the lack of licenses and technical capabilities,” – said the Minister.
Earlier it was reported that Gosudarstva found violations in the activities of the company Ukrinmash.
