January 16, 2014, in the midst of the Euromaidan, Verkhovna Rada adopted the package dictatorial laws to repress protests in downtown Kiev (see the state of Emergency in profile: the 10 laws, changing Ukraine) Initiator – fluent ex-the President Victor Yanukovych, the sponsors – MPs Volodymyr Oliynyk and Vadym Kolesnichenko. MPs of the then ruling Party of regions, its satellites and the Communists voted for them a simple show of hands, and Yanukovych signed these laws the next day. Nine of the 12 laws, the Parliament abolished two weeks later, but the consequences of their adoption was irreversible: the protests began to grow throughout Ukraine, the confrontation in Central Kiev escalated, there were the first victims. Today some of those who four years ago raised his hand “for” fled to Russia or other countries, few are under investigation, but the majority are still in power or are valued partners of the ruling coalition. Politicians from the Party of regions, who tried to introduce a dictatorship in Ukraine, and risen in the ranks of the current government – in the material LIGA.net.

Zand the laws of January 16 “voted” 239 of the 261 MPs present in the Parliament (faction of the Batkivshchyna, Udar and Freedom was absent at full strength). Among those who voted “for” 189 regionals. More than fifty of them remain in power (again elected to Parliament, the Council, regional Council or the heads of city administration).

Dictatorial laws, among other things, established a procedure in absentia in criminal proceedings, and administrative responsibility for the movement of columns more than five cars. Simplified the criminal prosecution of deputies, introduced a ban on “funds, complicating the identification of” and clothing “similar to a form of law enforcement” (for it was imposed fines or arrest for 15 days); prohibition on establishment of tents, stages, fireworks, weapons or explosives of protesters. In the laws there is a term borrowed from the Russian legislation – “extremist activity” – the production and distribution, including via the Internet, materials that call for revolution. In addition, they introduced the prohibition of activity of independent mass media, criminal liability for defamation, and the national Commission had the right without a court order to restrict access to Internet resources, distributing allegedly illegal information. The adoption of laws the Parliament has also introduced a criminal liability for blocking of the state and public buildings (up to five years of imprisonment) and for “hooliganism” responsibility is increased – provided for imprisonment from two to six years. Laws contrary to the European Convention on human rights and jeopardize the freedom of expression.

Rebranding and again to the Parliament

In December 2014, Ukraine held early parliamentary elections. However, according to the movement Honestly, updated Happy only 56%. The remaining 44% of the representatives of the previous government, including the Party of regions. In December of the same year, the Parliament made another attempt to punish him for past sins – all voted for the dictatorial laws were removed from leadership positions in the committees.

Now the faction of the Opposition bloc of 43 MPs and 22 former regions who voted on January 16. Among them – Dmitry Dobkin, Serhiy Kivalov, Shufrych, Yulia Levochkina, Yury Miroshnichenko and Vadim Novinsky. The former Deputy of the Party of regions Borys Kolesnikov became the co-Chairman of the opposition bloc. The owner of the TV channel NewsOne Eugene Moore, also voted for laws on January 16, 2016, came from the faction.

Supported in 2014 by the dictatorial laws of another member of the Opposition bloc 84-year-old MP-record Yefim Zvyagilsky, who was elected to the Parliament all eight convocations.

In the parliamentary group of Renewal (total of 26 deputies) – 25 ex-regionals, of whom 22 voted for laws on January 16. Among the deputies of the group – Deputy Kivalov on a post of the representative of Ukraine in the Venetian Commission Volodymyr Pylypenko (both removed from office), defendant in the scandal of black accounting PR Eugene Heller, Vladimir Katsuba, whose sons appear in the investigation of the gas business, and not to learn the Ukrainian language Anton Kisse, the owner of grain mills “Kulynychi” Volodymyr Misik, businessman Vitaly Homutynnik and tax evader Gennady Bobov (in may 2017 paid to the budget UAH 38 million).

Homutynnik, and former regions of Revival Leonid Klimov, you can call purely nominal members of Parliament. According to the movement of the Support, they missed the greatest number of votes in the Parliament. In the same rating were the representatives of the current government Yuriy Boyko and Oleksandr Vilkul.

In the composition of the parliamentary group of the people’s Will (only 18 MPs) – 10 voted for dictatorial laws, eight of them ex-regionals. Settled in the regions

Among voters 16 Jan – the current head of the city administration of Chernihiv Vladislav Atroshenko and Odessa mayor Gennady Trukhanov. Atroshenko’s political career was colorful, and power it with a 2002. The politician was a member of Parliament, IV, VII and VIII convocations. In 2004, positioned itself as an active supporter of the Orange revolution. From February to December 2005 he held the post of head of the Chernihiv regional state administration. Then passed in the Parliament in the ranks of the Party of regions.

In the early parliamentary elections in 2014 Atroshenko again get into Parliament, this time on the list of Block Petro Poroshenko (faction were not included). The following year he was elected mayor of Chernihiv.

In 2004, the Ministry of internal Affairs sent to the Parliament the submission on the involvement of MP Atroshenko criminal liability: according to law enforcement agencies, a politician in his car knocked down to death man. However, a year later, the criminal case was suspended. In 2017 Atroshenko was awarded by President Petro Poroshenko in honor of Constitution Day, the order “for personal contribution to nation-building” of the THIRD degree.

Dispersed to the regions after exiting the regions and other ex-MPs who voted on 16 January: Svetlana Fabrikant became a member of the city Council of Odessa, Yuri Blagodyr was elected Deputy of the Rivne regional Council, and Sergey Kaltsev – Zaporizhzhya regional Council.

Criminal cases

The investigation of the crimes of Yanukovych regime opened, in particular, against the ex-regionals Alexander Efremov and Alexander Onishchenko (they are for the laws of January 16 did not vote). The former head of the party of regions faction accused of encroachment on Ukraine’s territorial integrity. In July 2016 Ephraim was detained at the Boryspil airport. Since then, the former MP is in jail in Luhansk region, the arrest was again extended until 18 January 2018. In this case, also featured former Secretary of the counting Commission Oleksandr Stoyan.

Onishchenko at the extraordinary parliamentary elections held in the Parliament, but soon escaped from Ukraine: against him opened a case over gas schemes. In September 2017 suspicions about black accounting PR was mailed to the ex-the regional Vitaly Kalyuzhny and his brother – both are not in Ukraine.

Against the former people’s Deputy of the PR Vladimir Medyanik closed criminal proceedings for lack of evidence. He, like Ephraim, was charged with encroachment on the territorial integrity of Ukraine.

For misappropriation and embezzlement of funds in especially large sizes, the GPU opened a case against another ally of Yanukovych of Yury Ivanyushchenko, known in the media as Yura enakiyevsky. In January 2015, the Ministry of internal Affairs declared him wanted. In February 2017, without notice to the Prosecutor General, the Supreme court closed all cases against Ivanyushchenko (he also was charged with misappropriation of funds of the Kyoto Protocol in 2012-2014). Later against former regions have canceled the EU sanctions. However, in October 2017, the appeals court decided to review the case Ivanyushchenko – the investigation continues.

Criminal cases were opened against top officials of times Yanukovych of Sergey Katsuba (charged with forming a criminal organization and appropriation of property) and the former head of the presidential Administration Andriy Klyuyev. The seizure of government buildings in Lugansk region, encroachment on Ukraine’s territorial integrity and aiding terrorists LNR accused the former people’s Deputy Sergey Gorokhov. The case opened against Volodymyr Struk – on grounds of incitement to violate the territorial integrity of Ukraine.

While none of the ex-regionals have not been sentenced to a prison term.

After the overthrow of the regime of Yanukovych fled not only the President but also the authors of dictatorship laws. Kolesnichenko went to the Crimea, and Oleinik in Moscow.

Against Kolesnichenko opened a criminal case over encroachment on the territorial integrity of Ukraine. In 2015, he was declared wanted. But former regions have got citizenship of the Russian Federation, and in April 2014 became a member of the Russian Motherland party.

Oleinik escaped from Moscow, according to the investigation, financed criminal group which was engaged in vandalism in the deterioration of Ukraine’s relations with other countries. They staged the bombings of the embassies undermine Polish monuments, brought a pig’s head and painted a swastika at the synagogue, and were detained while trying to undermine the Hungarian monument in Transcarpathia. In October 2017 Oliynyk also said that finances the protest action under the Verkhovna Rada.

Former people’s Deputy from PR Sergey Kuzmenko in 2014, he was appointed head of Kirovohrad regional state administration (in this post on this day); Sergei Moshak was adviser to the head of the Luhansk regional state administration of Gennady Moskal; ex-MP Oleksandr Kuzmuk was an adviser to the President on matters of defense Alexander Turchinov.
